Bihar has officially become the first Indian state to introduce an e-voting system for urban body elections. This shift marks a significant moment in the country’s democratic journey—where voting is no longer confined to booths but extends to mobile screens.
While much of India remains tied to traditional voting methods, Bihar has boldly reimagined the electoral process. The Bihar State Election Commission (BSEC) is enabling citizens to vote with just a tap on their Android devices, redefining the way elections are held.
The e-voting initiative is set to debut in the upcoming municipal and urban body polls on 28th June. As per State Election Commissioner Deepak Prasad, over 10,000 voters have already registered, and the system will enable 50,000 voters to participate without visiting polling booths.
Most importantly, this system caters to sections of society often left out of the voting process. These include migrant labourers, differently-abled citizens, pregnant women, senior citizens, and those suffering from serious illnesses. By giving these individuals a chance to vote remotely, Bihar is taking a strong step towards a more inclusive and representative democracy.
The BSEC has introduced two mobile apps to carry out the e-voting process:
e-Voting SECBHR, developed in collaboration with the Centre for Development of Advanced Computing (C-DAC)
A second application built by the Bihar State Election Commission
Both apps incorporate multiple layers of security to ensure a tamper-proof and transparent voting process. These features include:
Blockchain technology
Liveness detection
Face match
Live face scan
Face comparison
Much like the VVPAT system used with EVMs, the e-voting setup includes an audit trail for verification and transparency.
This is not the first time Bihar has led the way in electoral innovation. The Bihar State Election Commission has already pioneered several tech-driven solutions:
Face Recognition System (FRS) for real-time voter verification
Optical Character Recognition (OCR) for accurate and fast vote counting
Digital locking mechanisms for enhanced EVM security
These measures not only modernize the voting process but also set a national benchmark in electoral integrity and efficiency.
Globally, only a few regions have implemented secure remote e-voting systems. Estonia is the only known country to have successfully used nationwide e-voting. With this launch, Bihar joins a select league of global innovators in electoral technology.
