In a groundbreaking step toward better connectivity and infrastructure, the Road Construction Department of Bihar has announced a massive financial outlay of ₹1440.74 crore under the Externally Aided Projects (EAP) for the fiscal year 2025–26. This isn’t just a number—it’s a promise of smoother roads, faster travel, and stronger economic growth. Powered by Asian Development Bank (ADB) and Japan International Cooperation Agency (JICA) loans, this initiative is set to redefine Bihar’s highway landscape.


A Game-Changing Budget for Road Construction in Bihar

The ₹1440.74 crore allocation under the EAP is more than a budget—it’s a bold statement. Through strategic partnerships with ADB and JICA, Bihar is accelerating the development of critical road networks. These roads will not only enhance local travel but also bridge gaps between districts, empowering trade, education, and healthcare access.


ADB-Funded Projects: Bihar State Highway Project Phase 4 (Phase-2)

Under ADB funding, Bihar State Highway Project IV – Phase 2 will witness the construction of 268 kilometers of new roads at a whopping cost of ₹3366.47 crore. Here are the major routes under this phase:

  • Narpatganj to Parwaha Road (47 km) in Supaul and Araria districts

  • Madhubani–Rajnagar–Babu Barhi–Khutauna Road (41 km) in Madhubani

  • Brahmpur–Kuransarai–Itaadhi–Saranja–Jalipur Road (57 km) in Buxar

  • Atarbel–Jale–Ghoghracatti Road (15 km) in Darbhanga and Sitamarhi

These roads aim to decongest traffic, shorten travel times, and increase rural-urban connectivity in key districts.


Already in Motion: Phase 1 Under ADB’s Guidance

Phase 1 of Bihar State Highway Project IV is already underway with administrative approvals in place. This phase includes:

  • Darbhanga–Jethian–Gehlaur–Bindus Road (41 km) connecting Nawada, Nalanda, and Gaya

  • Ghoraiya–Inglis Mod–Asarganj Road (58 km) covering Banka, Munger, and Bhagalpur

  • Chhapra–Manjhi–Darauli–Guthni Road (72 km) in Chhapra and Siwan

  • Ara–Ekauna–Khaira–Sahar Road (32 km) in Bhojpur

  • A high-level bridge with approach roads at Hathauri–Aurai in Muzaffarpur

These projects show how vision and execution are walking hand-in-hand in Bihar.


Japan’s Support: JICA-Backed Mega Roadway in Central Bihar

Adding more strength to Bihar’s road network, JICA is funding the 93 km four-laning project from Gaya–Manpur–Hisua–Rajgir–Nalanda–Bihar Sharif, estimated at ₹2138.16 crore.

Originally inked in 2016, this project had already achieved 96% completion by December last year, and it’s expected to wrap up in 2025. This corridor will boost tourism (think Bodhgaya & Rajgir), increase business mobility, and cut down commute times drastically.

This isn’t just road construction—it’s infrastructure transformation. From northern districts like Madhubani and Araria to southern hubs like Gaya and Nalanda, the ripple effect of better roads will touch every life. It’s about reaching schools faster, moving goods cheaper, and travelling safer.
