Bihar Just Hit the Reset Button — And 1 Crore Youth Are at the Heart of It!

Bihar has taken a bold step, and the energy is unmistakable. The state government has approved three new departments to fast-track jobs, boost higher education, and strengthen its fast-growing aviation sector. This is not just policy work. This is a generational shift for Bihar’s youth.


A Big Leap Toward Jobs, Skills, and Growth

The Bihar Cabinet, chaired by Chief Minister Nitish Kumar, cleared 19 major decisions on December 9. Among them, the biggest highlight was the creation of three new departments — a move aimed at hitting the target of one crore employment opportunities in the next five years.

According to Arvind Kumar Chaudhary, Additional Chief Secretary of the Cabinet Secretariat Department, these departments will directly improve implementation speed and policy impact.

And the names say it all:

  • Youth, Employment & Skill Development

  • Higher Education

  • Civil Aviation

Each department carries a clear mission. The first will push skill development aggressively so young people can step into better opportunities. The second will improve the quality of higher education. The third will support Bihar’s expanding aviation infrastructure as air travel demand rises.

Together, they form a blueprint for a more capable and confident Bihar.


A New Identity for Key Departments

The changes did not stop with the creation of new wings. The cabinet also renamed several existing departments to match Bihar’s present needs.

Here are the major updates:

  • The Animal & Fisheries Resources Department will now operate as the Dairy, Fisheries and Animal Resources Department.

  • The Labour Resources Department is now the Labour Resources and Migrant Workers Welfare Department.

  • The Art, Culture and Youth Department will now function as the Art and Culture Department.

Additionally, the industries department received a major upgrade as the Directorate of Technical Development officially became the Directorate of Micro, Small & Medium Enterprise (MSME). This step aims to boost MSMEs so they can compete globally.

Each renaming carries a larger message — Bihar is aligning itself with new economic realities.


Financial Decisions That Impact Thousands

The cabinet also approved a much-awaited update for government employees and pensioners. With immediate effect, the state increased the Dearness Allowance (DA) by:

  • 5% for 6th Pay Commission beneficiaries (from 252% to 257%)

  • 8% for 5th Pay Commission beneficiaries (from 466% to 474%)

These revised rates apply from July 1, 2025, and they offer significant financial relief.

In another key decision, the cabinet sanctioned ₹400 crore for clearing the electricity dues of all urban local bodies owed to North and South Bihar Power Distribution Companies. This move is expected to strengthen local governance and improve service stability.


Strategic Steps for Safety, Education, and Empowerment

Two districts — Gaya Ji and Munger — are now officially Civil Defence Districts. The decision includes the creation of 14 new posts to support better disaster management, security planning, and emergency readiness.

Additionally, the cabinet approved:

  • Appointment of Mohammad Imdad Raza, son of BSF Sub-Inspector Late Mohammad Imtiyaz, who was martyred during Operation Sindoor.

  • An MoU between Bihar’s Finance Department and National Stock Exchange of India Limited (NSEIL). This partnership will run a Student Skilling Programme to empower youth with financial and technical knowledge.

Each step points toward a stronger state machinery, better welfare, and a more future-ready generation.
