A Revolution Rooted in Responsibility
In a bold move that reflects Bihar’s shift towards transparent, tech-driven governance, the state government launched a suite of digital reforms on July 25, 2025. The flagship launch includes the RTPS Online Appeal & Review Portal, a user-first platform that empowers every citizen to raise their voice against delays or denial of government services.
Held at the Secretariat Meeting Hall in Patna, the launch was spearheaded by the Chief Secretary of Bihar, who called this moment “a promise delivered digitally.” With just a few clicks, citizens can now appeal or review their grievances under the Bihar Right to Public Services Act, 2011. No more long queues, no more paperwork. It’s time for real-time justice.

Also launched was the HRMS Bihar mobile app for Android users. With it, government employees can now:

Manage promotions, pensions, and even disciplinary proceedings
This marks Phase II of the HRMS system rollout. An iOS version is also in the pipeline. To ensure smooth onboarding, handbooks for employee registration and e-services have been made available.

Insurance for Contractual Staff – Dignity, Delivered
The emotional highlight of the event was the signing of an MoU between BPSMS and SBI General Insurance. This agreement provides group health insurance to 3,560 contractual staff across Bihar. Fully funded by the Bihar Prashasnik Sudhar Mission Society, this policy offers:
