Bihar goes digital with empathy — From grievance redressal to healthcare, tech is now touching lives.
In a bold move that reflects Bihar’s shift towards transparent, tech-driven governance, the state government launched a suite of digital reforms on July 25, 2025. The flagship launch includes the RTPS Online Appeal & Review Portal, a user-first platform that empowers every citizen to raise their voice against delays or denial of government services.
Held at the Secretariat Meeting Hall in Patna, the launch was spearheaded by the Chief Secretary of Bihar, who called this moment “a promise delivered digitally.” With just a few clicks, citizens can now appeal or review their grievances under the Bihar Right to Public Services Act, 2011. No more long queues, no more paperwork. It’s time for real-time justice.
Built to reduce bureaucratic delays, the portal offers:
Paperless application & grievance process
Digital signature verification
Real-time dashboards for tracking
This isn’t just another tech update — it’s a lifeline for thousands of common people navigating government services every day. As the Chief Secretary emphasized, “Technology must serve the people, not confuse them.”
Also launched was the HRMS Bihar mobile app for Android users. With it, government employees can now:
Apply for leave
Access and update service book records
Manage promotions, pensions, and even disciplinary proceedings
This marks Phase II of the HRMS system rollout. An iOS version is also in the pipeline. To ensure smooth onboarding, handbooks for employee registration and e-services have been made available.
It’s not just digitisation. It’s dignity — for those who serve the public every day.
The emotional highlight of the event was the signing of an MoU between BPSMS and SBI General Insurance. This agreement provides group health insurance to 3,560 contractual staff across Bihar. Fully funded by the Bihar Prashasnik Sudhar Mission Society, this policy offers:
₹5 lakh annual coverage
Pre-existing diseases covered from day one
Cashless treatment in 17,500+ hospitals
AYUSH and maternity benefits included
“This scheme isn’t just a policy — it’s protection with pride,” said the Development Commissioner, noting how welfare must walk alongside reform.
From tech solutions to tangible security, these reforms show that Bihar is building systems with a soul. While governance elsewhere may chase metrics, Bihar is chasing meaning — making services accessible, reliable, and humane.
