In a powerful step towards transparent water governance, the Revenue and Land Reforms Department of Bihar is developing the Gazette-cum-Atlas of Water Bodies, mapping every pond, canal, and water source in the state—right down to the panchayat level.
UID for Every Pond, Transparency for Every Panchayat
In a recent high-level meeting chaired by Chief Secretary Amrit Lal Meena (tagged), officials announced that every pond in Bihar will get a UID (Unique Identification Number). This digital tagging will not only help track their status but also make it easier to detect encroachments and maintain data in real time.

This initiative will initially begin with Purnia and Saharsa divisions, where gazette work is already underway. Other districts will follow in a phased manner.

The state is going beyond mere documentation. It’s planning a dedicated mobile app that will update pond data regularly. It will include:
Each pond’s UID will function like a digital Aadhaar, enabling centralized tracking, faster responses, and smarter planning for water-related schemes like Jal Jeevan Hariyali.
Battling Encroachment, One Pond at a Time
Though the government has already freed many ponds from illegal occupation, the fight isn’t over yet. In the same meeting, the Chief Secretary clearly stated that removing encroachment from water bodies must be the topmost priority for all departments.
Committees led by District Magistrates are being formed to publish local water body gazetteers within a year. Departments must share maps and relevant data promptly to meet this deadline.
