Imagine a classroom in Patna where engineering students greet each other with “Bonjour” and “Guten Tag.” Sounds futuristic? Well, that future is now Bihar’s present.
In a trailblazing move, the Bihar Government has rolled out French and German language courses across 15 government engineering colleges. The initiative, launched by Chief Secretary Amrit Lal Meena and DSTTE Secretary Dr. Pratima, aims to boost the global competence and employability of thousands of technical students.
The virtual inauguration, held on May 13, 2025, connected faculty, principals, and students across all 38 Government Engineering Colleges in Bihar. Though the courses are currently being offered in 15 institutions, the goal is clear—bring all 38 colleges under this global learning umbrella.
Dr. Pratima laid out a robust roadmap during her detailed presentation. From course structure to future scaling, she left no room for doubt—this isn’t just an experiment; it’s a long-term transformation.
During the launch, Chief Secretary Amrit Lal Meena emphasized that engineering students need more than just technical skills. As companies grow increasingly international, graduates who speak a global language stand out. Whether it’s studying abroad, working with foreign firms, or collaborating in global teams, languages like French, German, and Japanese are key.
“Languages build bridges—between nations, careers, and opportunities,” said Mr. Meena.
He also praised the rapid transformation of Bihar’s technical education landscape in the last decade. With better infrastructure, updated curricula, and strategic faculty appointments, Bihar’s engineers are no longer playing catch-up—they’re stepping into leadership.
But this initiative isn’t stopping at language skills. Mr. Meena encouraged the DSTTE to sign MoUs with foreign universities, aiming for academic collaborations, student exchange programmes, and even joint research initiatives.
This step will ensure that students don’t just learn a language in theory—they live it, breathe it, and apply it in global settings.
Yes, you read that right. The inaugural event included interactive student sessions, where young learners confidently introduced themselves in their newly acquired languages. It’s a powerful testament to how eager Bihar’s youth are to evolve and compete globally.

The Department of Science, Technology, and Technical Education has been on a mission. From digital classrooms to skill enhancement programmes, DSTTE is constantly innovating to give Bihar’s students an edge.
Now, with foreign languages added to the mix, they’re not just ready for Indian companies—they’re eyeing multinational firms, research institutes, and global tech hubs.
With over 11,000 students tuning in live, the event was more than just a course launch—it was a moment of pride. A signal to the world that Bihar is not just catching up, it’s leading the way.
This initiative also reflects the vision of Chief Minister Nitish Kumar, who had once spoken of “Aarthik Bal, Yuvaon Ka Hal” (Economic Strength, Solution for Youth). And this move fits right into that philosophy.
