Bihar’s Bold Step: Mahila Samvad to Reach 48,000 Villages and Empower 2 Crore Women

From April 18, Bihar is set to witness one of its most ambitious people-led programs—Mahila Samvad. Over the next two months, this initiative will span 48,000 villages, involving nearly 2 crore women. It’s not a speech—it’s a two-way dialogue. And it’s all about real change.

What Is Mahila Samvad All About?

At its core, Mahila Samvad is a statewide initiative by the Nitish Kumar-led Bihar Government, aimed at creating direct communication with women at the grassroots. The Rural Development Department, in partnership with Jeevika, is conducting this campaign with a simple yet powerful goal—to listen, learn, and act.

To ensure inclusivity, the dialogues will happen in two daily shifts:

• Morning: 9:00 AM to 11:00 AM

• Evening: 4:00 PM to 6:00 PM

Because women’s lives are busy and layered, the program respects their time and routine.

How the Government Plans to Engage

Every single day, 1,200 villages will host these sessions. That’s not all—600 Digital Awareness Vans (Jagrukta Raths) will travel across the state to reach even the most remote locations. These vans won’t just display government schemes. They’ll also serve as mobile feedback points.

Importantly, the government wants to know:

• What challenges women face in daily life

• How they perceive development

• What support they actually need

Rather than assuming, the government is asking.

Real Problems, Real Voices, Real Solutions

Unlike many top-down awareness campaigns, Mahila Samvad believes in bottom-up change. Problems shared during these dialogues won’t stop at discussion. In fact, they will be recorded and forwarded to the respective district headquarters.

Eventually, based on the insights gathered, custom solutions will be crafted for each locality. This ensures that feedback turns into actionable steps, not forgotten promises.

Why Muzaffarpur is a Key Focus

Interestingly, Muzaffarpur will host the highest number of Mahila Samvad events. The region, known for its active women-led groups under Jeevika, has become a model for participatory development.

This strategic focus ensures that feedback from high-participation districts can guide other areas more effectively.
