History and higher education are coming together in Bhagalpur, where land acquisition has begun for the proposed Vikramshila Central University. The new campus will rise near the Vikramshila excavation site, one of Bihar’s most significant cultural and archaeological treasures.
With survey work already underway, this development is being seen as a turning point for both the region’s academic aspirations and its historic pride.
The Land Acquisition Department has started publishing the list of landholders. Authorities have earmarked around 215 acres of land for the project.

84 acres in Malakpur
28 acres of Bihar government land
Much of this land is currently agricultural, featuring lush mango orchards. Some huts stand on government land, but most of the plots remain suitable for institutional use.
Officials confirmed that survey work is proceeding under Section 19(1) of the Land Acquisition Act. After publishing the list of landholders, a 60-day claim and objection period will follow. Subsequently, valuation notices will be issued, and payments will be made to eligible landowners.
To ensure fairness, the Education Department has already proposed acquiring 4.29 acres close to the excavation site. A six-member committee will soon be formed to determine the land’s value.
Earlier, a notification under Section 11(1) was issued on June 14. Following that, claims and objections were invited from tenants. Importantly, the project’s social costs and benefits were reviewed by a technical expert committee.
The establishment of Vikramshila Central University will do more than just create another academic hub. It will reconnect modern Bihar with its ancient legacy of learning, once nurtured by the Vikramshila Mahavihara.
Bhagalpur has long carried the pride of hosting one of India’s great centers of Buddhist education. With the new Central University planned near the excavation site, the region could soon witness a revival of its reputation as a seat of knowledge and culture.
