Bihar is rewriting its rural economy, one palm tree at a time. With a bold plan under the Mukhyamantri Neera Samvardhan Yojana, the state has identified 2 lakh palm trees to promote Neera — a natural, nutrient-rich palm sap drink. What’s more, this push isn’t just about health. It’s about livelihoods, dignity, and tapping into a legacy long buried under prohibition laws.
₹8 Per Litre: Income Support That Flows Directly to Tappers
From April to July, the government will pay ₹8 per litre of Neera directly to the bank accounts of 20,000 toddy tappers using Direct Benefit Transfer (DBT). That means no middlemen, no delays — just honest support for hard work. This initiative is part of a joint effort by the Prohibition, Excise and Registration Department and Jeevika, Bihar’s rural livelihood agency.
A Lifeline for the Pasi Community
For many in the Pasi community, especially Dalits, tapping toddy is not just a job — it’s a heritage. However, the 2016 Bihar Prohibition Act banned toddy (taadi), cutting off their main source of income. Although RJD leader Tejashwi Yadav promised to revise the law, relief has only come now in the form of this Neera scheme. It aims to protect tradition while ensuring financial dignity.
Learning From Past Mistakes
Back in 2016, Chief Minister Nitish Kumar had introduced Neera as a health drink. Sadly, that venture fizzled. Kiosks shut down. The market didn’t bite. But today, Bihar is doing it differently — starting with better incentives, deeper grassroots coordination, and scientific promotion.
Palm Owners Now Get Paid Too
Bihar isn’t just helping tappers. Palm tree owners also stand to gain. They will earn an additional ₹3 per litre, with a cap of 10 trees per person. This translates to ₹5,850 per season — a valuable addition to any farmer’s income. Even if someone taps fewer trees, they’ll still receive a proportionate amount.
And yes, there’s more. Tappers will also get ₹30 per tree just for marking the palms — a simple act that now pays.
Health in Every Drop: The Neera Advantage
Neera isn’t just sweet — it’s packed with calcium, iron, potassium, sodium, and phosphorus. Experts say it improves hemoglobin, boosts immunity, and works as a natural probiotic. No wonder Bihar wants to reintroduce it to every breakfast table.
Most Neera sales centers are currently active in Nalanda district, but with rising awareness, other regions will follow soon.
Nalanda, Gaya, Vaishali Lead the Way
Districts like Nalanda, Gaya, Muzaffarpur, and Vaishali have the highest number of identified trees and registered tappers. Once Jeevika verifies a tapper’s credentials, the Prohibition Department issues licenses quickly. The goal? Minimum red tape, maximum impact.
This initiative creates a circular economy where tappers, farmers, and communities all benefit.
