Revenue Reforms Ranking Puts This Bihar District on Top Again!

Bihar sets a new benchmark in governance—Sheikhpura tops, Patna hits rock bottom in revenue performance rankings!

In a powerful stride toward transparent and efficient governance, the Revenue and Land Reforms Department of Bihar has released its district-wise performance rankings for March 2025—and the results are both eye-opening and inspiring. At the top stands Sheikhpura, leading the charge with an impressive 87.74 out of 100, while Patna, surprisingly, finds itself at the bottom.

This initiative is a part of the department’s ongoing effort to fast-track public services related to land and revenue. By evaluating districts monthly, the state is aiming for speedier redressal of public grievances and better accountability among officials.


Top Performers: Who’s Leading the Change?

The rankings, based on multiple governance metrics, revealed the top five districts as:

  1. Sheikhpura – 87.74

  2. Banka – 86.34

  3. Jehanabad – 76.80

  4. Buxar – 74.46

  5. Supaul – 73.63

Notably, Buxar made a major leap from 11th to 4th place, and Supaul shot up from 20th to 5th—a sign that change is indeed possible with focused efforts.

Meanwhile, Jehanabad held steady at 3rd, showcasing consistent performance in land and revenue tasks.


Parameters That Shaped the Rankings

The comprehensive ranking is not arbitrary. It is based on performance across these critical parameters:

  • Mutation (दाखिल-खारिज) Monitoring – 25 points

  • Parimarjan Plus Supervision – 25 points

  • Basera 2 Campaign Efficiency – 20 points

  • Aadhaar Seeding Progress – 5 points

  • ADM Court Disposal – 2.5 points

  • DCLR Court Disposal – 2.5 points

  • E-Mapping (ई-मापी) – 10 points

  • DM Court Disposal – 10 points

With this structured approach, each district’s rank truly reflects its administrative responsiveness and public service delivery.


The Underperformers: Where’s the Gap?

On the flip side, several prominent districts saw disappointing results:

  • Patna – 38th place with 57.93 points

  • Gaya – 37th with 58.39

  • Lakhisarai – 36th with 58.68

  • West Champaran – 35th with 59.09

  • Khagaria – 34th with 59.14

The rankings suggest a need for serious introspection and administrative tightening in these areas.


Middle of the Pack: Steady but Room for Growth

Here’s how some mid-tier districts performed:

  • Nalanda – 10th with 70.67

  • Bochpur – 11th with 70.51

  • Darbhanga – 12th with 70.49

  • Aurangabad – 13th with 70.16

  • Begusarai – 15th with 68.97

  • Madhubani – 18th with 67.94

  • Purnia – 20th with 66.88

These numbers show that while there’s progress, a push in key areas can make a significant difference.

According to Deepak Kumar Singh, the Additional Chief Secretary of Revenue and Land Reforms, this initiative is more than a ranking system. It’s a performance tracker, a transparency tool, and a public service motivator.

Monthly updates like these create a healthy competition among districts, ensuring that citizens get faster, more reliable access to land mutation, digital mapping, and legal disposal systems.
