30% Salary Boost for Ministers of State Rank in Bihar

The Bihar cabinet, under the leadership of Chief Minister Nitish Kumar, has approved a 30% hike in the monthly salary for individuals holding the Minister of State and Deputy Minister rank.

Now, these office-bearers will earn ₹65,000 per month, marking a clear increase from the previous ₹50,000. This decision is expected to enhance financial parity among key administrative roles across departments.


Revised Allowances Bring Further Gains

Not only have the salaries increased, but a complete allowance revision has also been rolled out. This includes:

  • Local Allowance: Increased from ₹55,000 to ₹70,000

  • Daily Allowance: Now ₹3,500 (previously ₹3,000)

  • Hospitality Allowance (Minister of State Rank): Revised to ₹29,500 from ₹24,000

  • Hospitality Allowance (Deputy Minister Rank): Now ₹29,000, up from ₹23,500

These changes benefit not only ministers but also other officials who hold posts equivalent to these ranks. This includes:

  • Whips in both the Legislative Assembly and Council

  • Chairpersons and members of state commissions and boards

  • Deputy Chairmen and Deputy Chief Whips

Since they perform crucial functions, aligning their remuneration with evolving responsibilities helps improve morale and accountability.


No Active Ministers of State—Yet the Benefits Apply

Interestingly, Bihar currently has no appointed Ministers of State or Deputy Ministers. Every member of the present cabinet holds the cabinet minister rank.

However, since the status-based allowance system covers a wide range of functionaries with similar responsibilities, the revised salary and perks still apply to many officials throughout the state’s governance structure.


26,000+ New Government Posts Cleared Across Departments

In addition to salary changes, the cabinet has approved the creation of over 26,000 posts, significantly strengthening Bihar’s administrative capacity.

The key highlights include:

  • Three New Directorates within the Health Department:

    • Public Health Directorate

    • Health Services Directorate

    • Medical Education Directorate

  • 20,016 posts created under these directorates

  • 3,306 translator posts sanctioned in the Urdu Directorate

  • Launch of the Bihar Education Administration Cadre Rule-2025 to enhance school-level monitoring and administration

This step not only addresses workforce shortages but also aligns with the state’s long-term goals for better public service delivery.
