Siwan Emerges as Bihar’s Leader in Overseas Aspirations, with Gopalganj and Patna Following Close Behind

Dreaming big and reaching new heights, Bihar shines in the latest Passport Service report of 2024. Leading the charge is Siwan, setting an example of ambition and determination as the district tops the state in passport applications and issuances.

Bihar’s Passport Revolution in Numbers

The Ministry of External Affairs reveals a remarkable milestone: Bihar issued 402,045 passports in 2024, a 4.5% increase from the previous year. Among the 422,914 applications received, 30% came from just three districts—Siwan, Gopalganj, and Patna.

1️⃣ Siwan: The frontrunner in sending people abroad.
2️⃣ Gopalganj: A close second with a surge in demand.
3️⃣ Patna: Securing the third spot as the state capital.

Addressing Challenges in Passport Services

However, challenges persist. Reports indicate a rise in passport applications based on forged documents, particularly from Siwan and Gopalganj. To combat this, mobile van camps, supported by the Labour Resources Department, are being organized to educate applicants and prevent fraud.

In the last year, over 500 complaints were filed across Bihar, highlighting instances of deceit in passport issuance and overseas job placements.

Innovations in Passport Services

Bihar’s passport ecosystem is evolving rapidly:

  • Police verification is now streamlined through the mPassport app, aiming to issue passports within a week.
  • Post Office Passport Seva Kendras (POPSK) have expanded to 35 centers across 40 Lok Sabha constituencies.

New centers for 2025 are planned in Rajnagar (Jhanjharpur), Bhakhra (Vaishali), and Ram Nagar (Valmikinagar), ensuring greater accessibility.

Faster Clearance for Police Certificates

Police Clearance Certificates (PCCs) are integral to passport processing. On average, Bihar takes 12 days for PCC issuance. However, districts like Khagaria (5 days) and Nalanda (6 days) have set benchmarks for efficiency.

Empowering Applicants Through Feedback

Each month, the Regional Passport Office addresses the concerns of over 5,000 applicants via in-person meetings, social media platforms, email, and postal correspondence.
