Central Government to Launch ₹62,000 Crore Youth-Centric Skilling & Education Drive – Bihar in Spotlight!

India’s youth is about to witness a transformational leap! On October 4, the Central Government is set to launch initiatives worth over ₹62,000 crore, redefining skilling, education, and employment—especially in Bihar.


PM-SETU: A Skilling Revolution

At the heart of this mega push is PM-SETU (Pradhan Mantri Skilling and Employability Transformation through Upgraded ITIs), a ₹60,000 crore centrally sponsored initiative.

  • 1,000 ITIs will be upgraded into hub-and-spoke clusters.

  • 200 hubs will serve as centres of excellence with advanced infrastructure, incubation facilities, and placement support.

  • 800 spoke ITIs will expand access across India.

Co-financed by the World Bank and Asian Development Bank, the scheme will remain government-owned but industry-managed. It ensures skilling meets market demand. Patna and Darbhanga ITIs in Bihar are among the first to benefit.


Vocational Skill Labs for Future Careers

The programme is set to launch 1,200 Vocational Skill Labs across 34 states and UTs in Navodaya Vidyalayas and Eklavya Model Residential Schools.

  • Focus: 12 high-demand sectors including IT, automotive, agriculture, electronics, and logistics.

  • Alignment: Fully integrated with National Education Policy (NEP) 2020, preparing students for early employability.

  • Workforce: 1,200 vocational teachers have been trained to deliver industry-relevant courses.


Bihar-Focused Initiatives

With a young population, Bihar is set to receive transformative support:

1. Revamped Mukhyamantri Nishchay Svyam Sahayata Bhatta Yojana

  • Provides ₹1,000/month to nearly 5 lakh graduates for two years.

  • Includes free skill training to boost employability.

2. Bihar Student Credit Card Scheme

  • Offers interest-free loans up to ₹4 lakh for higher education.

  • Already, 3.92 lakh students have availed loans worth ₹7,880 crore.

3. Bihar Yuva Ayog

  • Statutory youth commission for ages 18–45.

  • Channels youth talent into productive avenues.

4. Jan Nayak Karpoori Thakur Skill University

  • Focused on industry-oriented courses and vocational training.

  • Aims to create a globally competitive workforce.

5. Academic Boost under PM-USHA

  • Foundation stones are to be laid for modern facilities in four universities: Patna University, Bhupendra Narayan Mandal University, Jai Prakash Vishwavidyalaya, and Nalanda Open University.

  • Projects worth ₹160 crore, benefiting 27,000+ students.

6. NIT Patna Bihta Campus

  • Capacity: 6,500 students.

  • Features: 5G use case lab, Regional Academic Centre for Space with ISRO, and Innovation & Incubation Centre supporting start-ups.


Scholarships & Employment Opportunities

The event will include appointment letters for 4,000 Bihar Government recruits.

  • ₹450 crore scholarships via DBT for 25 lakh Class 9–10 students under Mukhyamantri Balak/Balika Scholarship Scheme.

  • Fourth edition of Kaushal Deekshant Samaroh will honor 46 All India ITI toppers.

These initiatives are expected to boost employability, entrepreneurship, and skill-based education, creating lakhs of job opportunities while positioning Bihar as a hub of talent and innovation.
